The Federal Government cannot mandate laws upon a private company like that without passing a law approved by congress and senate. Which hasn't been done.
There's also been no executive order mandating masks on board flights or airports. There has been executive orders stating that if you're in a federal building, you're required to wear a mask*, but airports aren't federal property. Airlines aren't Federally owned and operated. Their mandate has no jurisdiction.
They should just man up and say that's their company policy and stop passing the blame buck. At least be honest about it.
*If you have an exception due to a medical condition, you don't have to wear a mask. That exception is as easy as going to a CNA and saying you need a mask exception, just like you'd ask for a service animal exception to not have to pay for a pet deposit if you're renting. They hand them out to everyone. No questions asked.

So like when the EPA catches you building in soil with improper chemical levels in violation of their regulation, they are correct to say "you're violating federal law." The debate needs to be over why these regulatory agencies are so enormous.

It isn't as scary and inaccessible as most people think. The only couple of things that would stop me from venturing into it right now are other obligations and the whole "coViD-19" bullshit, maybe after it's all over.
