The guy was actually a state farm employee so when he got so popular they wanted to continue “jake” persona with an actual actor, but instead of setting up the new black actor as someone new in that ad universe or just finding anyone who looked remotely like jake they just remade the original commercial all over again and went from there. Actor ain’t bad, but it was a scummy and clearly woke path they took to bring him in.
Plus, in one the 'new' Jake adds he says, "There's no replacing the real Chris Paul." Um, hello? You just replaced the real Jake from State Farm. It makes no logical sense.

They could have given him a different name/ persona instead of just blackwashing the original

That's not how they do things though. They HAVE to rewrite it.
