Well the tall bushes on either side of them are holly bushes, which stay green all year. We have them here in CT, too. I'm not exactly sure what the stuff close to the ground is, but there are dozens of evergreen ground cover plants. My best guess is that it's some kind of ground hugging ivy, of which there are many varieties that stay green all year, or possibly a dwarf rhododendron. But if they are not some kind of evergreen, then you definitely have a point. The problem is it's really hard to tell what they are.
Yeah I can see why it would stand out there is definitely a lot of green in there. But you'd be surprised how much shiny green stuff you can have growing in winter, especially when you have the White House landscaping budget! It would be interesting to look at some other pictures of that area of the grounds.
Only reason I know about this stuff is because I'm a contractor and sometimes I have to do some landscaping. People are always looking for plantings that will stay green all year.
