None.

The number of seats available in a given area is dependent on population.

Most of Canada is sparsely populated. The GTA has 6.5 million people in it with 58 federal ridings/seats out of 338 in the country. Our total population is about 38 million. I live in a city of just over 100k and we have 1 seat in parliament.

It’s a shit show here.

Is there recourse to secede? Any will to do a mass or regional 'secessio plebis'?

The other provinces have to agree to allow it, the same voting system that you want to leave gets to decide if you are allowed to.

Can a successful secessio plebis be organized somehow? Or a deliberate citizen-led blockage of infrastructure. Are there ANY things that GTA relies on from the outlying districts such that they could find life difficult if they were deprived of if even for a mild time?
