I don't know theirs, but I know some places process and filter the ever loving shit (pun intended) out of sewage water.
Perhaps they were attempting to bypass certain filtrations to send contaminated water to the main supply.
I think they usually try to keep that water for use for like city watering in parks or agricultural and not so much drinking water. I'm not super knowledgeable on the subject.
