It is, however, welfare usually has limitations about the income of the family. This from what I've read does not and will apply to all parents.... Even Millionaires I would think....

I have an idea. Why doesn’t government just let people keep most of what they earn. Then parents could afford children and we would not have to come up with programs to redistribute money.
