Where we live in Spain tipping is rare and reserved for exceptional service. People are already paid "decent wage" so there's no need to tip to make up for their low wage. And regardless of the job, most people take pride in doing it correctly (there's also an expectation that people will act professionally). Personally I would welcome not feeling obligated to tip.

ETA: Decent wage is a relative term, of course, but it's generally enough to live on. There's also a movement towards giving wage workers a 3 to 6 month contract which allows the employer to skirt many worker protections.
