Hunting is a supremely inefficient method for feeding a population, you need an enormous amount of land for enough animals to hunt for a relatively small population.
Specialization is what allows an individual to maximize their contribution to the nation. A nation of specialists relying on each other will beat a nation of generalists being self-reliant every time.
Of course, the specialists do depend on infrastructure and would be in danger if the infrastructure were destroyed like you point out. But the simple solution is to have people who specialize in repairing infrastructure, and we do. A badly damaged electrical grid would just make a lot of linemen and electricians a lot of money, it wouldn't lead to a collapse.
