Because, realistically, if their "plan" involves the Communist Party just giving them a bunch of money and power with no future plans for them, then yeah they're being scammed.
If their "plan" is that they'll be allowed into the structure of a Communist Party that ethnically purges everyone but the Han Chinese, then they're being scammed.
If their "plan" is anything other than having traded a few billion for the very great chance that one day out of the blue they'll lose everything because they are no longer useful to the Communist Party, then they're being scammed.
Basically, your idea is that the extremely wealthy American globalists are smart enough to out-scam the actual, real life Communist Party. I promise, that's not how this works. First off, no they are not that smart and anyone who has worked in a corporate environment can tell you that. Secondly, the Communists already told you that they're going to sell you the rope with which you hang yourself. They're buying the rope. That ain't a plan.
