Eventually, no one will. There won't be stores to steal from anymore but no one will pay for anything either. I don't know why Democrats don't understand that this is the logical outcome of such a stupid policy. At best, they have about 5-10 years where most shoppers will be on the honor system and shops will get pretty crafty about locking down shelves and hiding expensive items in the backrooms. That's not going to work forever though. Honor systems only work in high trust societies and California is a very low trust society with almost zero social capital.
