SES has a 90% career position mandate from the law passed in 1978. Trump literally had influence over 10% of the SES. Note I did not say CONTROL, but influence.

Why do you think the DOJ requested their resignation? Because they can't touch them otherwise.

If they said no they would get fired. Trump was under siege the moment he declared his candidacy.
