Solar isn't cost effective in Germany yet. If we look at the U.S.'s southern and northern borders, the solar potential at the northern border, ignoring cloud cover is about 1/2 the southern. This is due to the tilt of the earth. Germany is, on average, more north than the U.S. Northern border.

Solar is coming into the money, unsubsidized, in the less cloudy parts of our south. Solar will have to more than drop in half in cost per kilowatt before it makes economic sense in Germany. It will probably take a decade or more.

Policy can't change science.
