"Text of Section 26: Recall

The legislature shall provide by general law for the recall by election of any state, district, parochial, ward, or municipal official except judges of the courts of record. The sole issue at a recall election shall be whether the official shall be recalled.[1]"

That's for state (and lower) officials. Not federal. Sad to say, I think you're reading this incorrectly.

I think at the top (it's lawyer speak) but it looks like the way they defined Civil Servants so broadly, it captures the Federal Employees.

That and I am putting faith in whoever wrote the Ballotpedia, there's a second reference to the subject on this page under "Recall of federal officials" https://ballotpedia.org/Laws_governing_recall#State.2C_local.2C_and_federal though they admit the recall would probably be ruled against by the courts.

I just think if there is an opening it maybe worth pushing the issue to see what happens, especially about "standing" that no one seemed to have when trying to overturn the fraud.
