Louisiana is one of nine States that allow Federal Congress critters to get recalled, although it has not been tested in the supreme court (nobody should have standing, right?) If I am reading this correctly

"Text of Section 26: Recall

The legislature shall provide by general law for the recall by election of any state, district, parochial, ward, or municipal official except judges of the courts of record. The sole issue at a recall election shall be whether the official shall be recalled.[1]"

That's for state (and lower) officials. Not federal. Sad to say, I think you're reading this incorrectly.
