We can screen for Downs when a woman has been pregnant for 16 weeks. A sample of the amniotic fluid is taken and analyzed for diseases included genetic ones such as Downs. Most people don't want a kid with Downs, so they'll get an abortion. It's not forced or mandatory, it's a hard decision that only the potential parents can make.

Not all women get tested, it's only if there is some kind of suspicion that the fetus isn't looking normal or the parents had prior complications.
