They still want to try to make them look as legit as possible to reduce the amount of fraud required and make it harder to detect and even harder to challenge legally.

If they do like the soviets and send the commissars out to each soviet to put only one candidate on the ballot or something then that would be too obvious.

The goal is to keep duping people but not allow any effective challenge to the elites by populists.
