You should be able to own as many ways to kill as many people as you want. Until you do it, it's not a crime. Likewise, you should be able to access any information on how to do things--build guns, make poisons, etc.

There is no such thing as a thought crime. Until you take action to actually do something, it's not 'attempted.'
