Before electronic voting machines, Democrats could only rig voting totals in their own counties, which meant it was more difficult to win statewide and national elections.
Now with electronic voting machines installed statewide, Democrats (or their allies) can remotely shave votes from Republican counties by hacking or by tampering with the voting system firmware, which reduces the total amount of votes to be manufactured or flipped in their own counties in the middle of the night.
Predictive algorithms can be created using a model based on previous elections (national, statewide) and can be adjusted on election night (this is why all the Democrat controlled counties stopped counting on election night).
On a recount, suspicion of fraud usually turns to the Democrat counties who have opportunities to backfill in a required amount of counterfeit paper ballots to match voting machine totals from election night.
