Happened to governor Grey Davis years ago. It is how Cali ended up with Governor Schwarzenegger.
Basically anyone who had enough signatures or money could run.
Ended up having a small book of people to pick from on voting day.
I was a poll volunteer during that. Was interesting.
To many of the people running, it was just a publicity thing.
