Homeless tents set up randomly in the middle of busy areas, and that's just acceptable? Not to even put them in a designated parking lot, not on a busy street sidewalk?

dude my county seat in CA is not even close to a big city (its like 40k people) and it's just so sad every time i have to go there. even 5 years ago it was a different world. i got off the 101 freeway last week and drove by a jiffy lube and out front, up on a raised planter box, some drug addicts had set up their tents, smashed the plants and just thrown shit everywhere.
