Not Jewish. Not capable of becoming a citizen of Israel. But someone holding citizenship status in 2 country's simultaneously.

Citizenship has a meaning. YOU chose it to mean "eligible for Citizenship" when, in fact, to become an Israeli citizen, one must move to Isreal and renounce previous Citizenship.
Most actual dual American-Israeli citizens were born in Israel.

Also, no. To live in Israel you must renounce other citizenships and pass a racial purity test. But it's often allowed for all Jews to have citizenship so they have escape route in case of persecution.
