This is true and this is a good idea. We did this in 2008 when we were trying to get Ron Paul elected. I became a precinct officer (there is usually more than one position per precinct too). You do get voting rights. They still screwed us over with Ron Paul, but we did not have the majority. They will look at you like “who are you to crash my party I OWN this” so be ready. You need to dress nice, never be late, know Roberts rules of order. It’s stuffy. But he’s right, you can affect change this way. It only requires a few weekends

Yes, and I don't think going in with Trump regala or pepe or anything is a good idea at this time. It will take a long while to prove that you are one with their agenda, while advancing your own. This is how Newt took over the House with republicans for the first time in 40 years. They met in far out of the way cloak rooms because they didn't want to draw undue attention until, that is, election night. This should be considered a covert mission. The people already active for the most part are stuffed shirts and as touchy as most libs when it comes to their turf.

It will also help if you go in with some practical ideas to make things better, based on the local needs/problems. If you can show you have talent, people will follow you.
