Watch it happen? They actively participated, don't try to white wash the actions of the German people at large. The VAST majority of them participated in the actions against the Jewish people.
The German people participated in the trashing of the Jewish shops, turned Jews into the authorities, turned their own friends and neighbors who helped conceal or hide the Jewish people, obstructed the attempts by many Jewish families who tried to flee NAZI Germany, and then turned a blind eye as their neighbors and friends were rounded up, placed in cattle cars and sent to die.
None of the atrocities that occurred in Germany would have happened if even a small portion of the population would have opposed these policies.
