Meanwhile yesterday in NY the Senate just passed a bill that makes it illegal to assemble a rifle, even from a serialized lower obtained from an FFL.

because it is designed to dry up the parts market in NY - it is also just more nonsense that walls in normal legal activity with felonies. Imagine if any other right was treated this way. You have free speech, but let's say we determine your protest is illegal because you filed your permits wrong, or someone on your picket line stopped to tie their shoe and blocked the sidewalk, you just committed a felony.
