Not if it was said on the floor of congress, at least that is clear in the law. The courts are closed to any slander or libel cases at all until the Covington case against Elizabeth Warren makes it to SCOTUS. Current court interpretation is that congress crooks get sovereign immunity for slander and libel until the supreme assholes say otherwise.
