I've long been convinced that Biden was meant to be a placeholder candidate, meant to be replaced by Cuomo at the DNC. Cuomo would be more believable in beating Trump to many following his "leadership" during the crisis, hence the book and Emmy, etc. The DNC happened right around the time that we first learned about the nursing homes orders, so that was scuttled, leaving them with the potato-in-thief.
