Take a closer look at the text of the law and regulations. "Border" is defined to mean anyplace within 100 miles of a national boundary line or point of entry (i.e. any airport that receives international arrivals).

That covers like 90-95% of US population. Houston counts in that, for example. This allows warrantless searches of pretty much everyone.
