The whole soft on Russia thing is false and I say this as someone who did disagree with some of Trump's policies on Russia. Putting troops close to the Russian border through NATO was wrong and dangerous.
If you want to counter your friend on the Russia narrative, then have them read or watch leftists Aaron Mate and Max Blumenthal. They sold out their journalistic integrities when they supported Biden stealing the election but before that they were fair when covering Trump.
Ask them where they got their info. None of that seems likely provable to me. It's tough to navigate CNN B.S. I bet your friend seems like what he/she is saying is gospel. The fact of the matter is if Trump had done any of those things, the would have dismantled him. Remember he walked through four years of witch trials clean as a whistle.
