Edit to clarify: “criminally insane” should be understood to have a very narrow meaning, which is people whose mental state is fucky to the point that they cannot meaningfully participate in society without causing severe harm to others. Think someone like Ted Bundy
I disagree on the "criminally insane" part. This could be interpreted,and has been, as those deemed unfit to posses a weapon because of red lining laws. Blue states are allowing social workers, with a masters, to present in front of judges social media posts that force the local police to confiscate weapons. Criminally Insane would have had to mean the criminal pleaded insanity for crimes previously committed, not about to be committed. If those people were confined by the state, then they would be disqualified.

They don't "force" police, just provide them an informed assessment of the home situation.
