It's a form of gaslighting. They are trying to see what they can get away with while also trying to goad us into a fight. It's like the short guy that tries to pick a fight with you knowing he can't win, but if you swing on him it'll be the perfect excuse for his bigger buddies to step in. It's a coward's tactic.
