My bad I was thinking about the towns that tried to enforce lockdowns after he said not to. But for masks, no they can't fine you for first time violations. They can only give you a written or verbal warning for that. https://guides.sll.texas.gov/covid-19/mask-laws#s-lg-box-wrapper-28569276

Isn’t it only verbal? I saw an article saying it was hard to enforce. Doesn’t stop my city from enforcing it though. They even fine businesses who don’t enforce their little “health rules” and send a goon-squad to make sure you pay or you’ll lose your protection.

The city nearest me passed an ordinance a while back that would allow them to designate any business that allowed people to enter without masks as a "public nuisance" and subsequently fine the business. They had two hearings to pass it. A week later they quietly removed it from the books without explanation. My guess is the city attorney got a hold of them and told them they couldn't legally do it. So IDK. Every city and town seems to have different rules.
