The big makers make almost all their money selling to government. They can sell a a few billion rounds of range grade FMJ ammo to Uncle Sam for 10x what it would go for at retail. And the military has to take the minimum quantity even with someone like Trump in office who isn't using much of it. Can't see them boycotting the military sales. And the two major makers make up the vast majority of all ammo sold in the US so even if all the small players got on board its not enough to make a dent.
