There are some strict qualifications on who can be subpoenaed in an impeachment trial, v dif rules than a criminal trial. Not going to be the free-for-all subpoenafest you imagine. You’re gonna want to delve into Impeachment rules and Rules Committee history to understand. RC is now headed by McGovern, so don’t expect this to work out favorably. Graham switched his vote last minute as an empty threat to those less familiar with RC arcana & think criminal trial rules apply (they don’t).
