You guys really have this all wrong. He voted no, but when it looked as if the witnesses were going to be brought he voted yes so the net could widen to Pelosi and Bowser, which they'd never allow.

Pelosi folded like a lawn chair (if you don't think she's pulling all the strings look closer). I'm not a fan of his but this was a great strategy.
