Well being as it wasn't legal for them to impeach him the first two times I don't see where legality will factor into the third, fourth, fifth, ten-thousandth acquittal of Trump in a staged impeachment.
Impeachment is more akin to an administrative punishment. So in theory congress doesn't need a reason to impeach. Also it is debatable if an impeachment is subject to double jeopardy.
All in all the whole thing is retarded either way. If the lizard people want to keep immortalizing Trump as a martyr they can sure try.

Once you no longer follow the law, you can do just about anything you want. We could impeach Obama for past actions or future actions for that matter.
