This 100% clear as day, and the excuse will be EXACTLY this :

"Well it worked last time and no fraud was found (because we didn't allow it to be presented and wouldn't act on what was presented or punish ourselves for blatantly breaking the law), so why not continue it unless you want to dIsEnFrANChiSe (illegal) voters?"
