Correct. However, McShitbird would find it very hard not to resign if the KY legislature passed a unanimous resolution calling for his resignation and the governor endorsed it. If the entire state government is calling for you to resign, it will get people's attention. He'd have no mandate to be in leadership if his own state unanimously wants him gone now.
