Simple answer. The people of West Virginia are not voting for him. Almost all elections are rigged, as 2020 proved.

No, being from WV i can attest.....while we've gotten much better....we still have a bad habit of putting the same people in office over and over again. Case and point, Robert Byrd, he was in for like 80 years. But im planning a massive printed meme war next time Joe comes up for election. This state will be reminded of this day
