This isn't going to pass. This is just a way for him to say he delivered on his promise to reform gun laws and pass the buck so he can blame congress/republicans on nothing happening.
They need 60 Senators to approve a gun bill and that's not going to happen. There are a couple of democrat senators who are against the bill. The senator from WV comes to mind.
And unless you get rid of the filibuster, it's not going to pass. And there are democrat senators that are against ending the filibuster and they're not open to debate about it. So they can't end the filibuster.
So that bill is DOA and no amount of EO's will be able to restrict gun sales/registration/laws.
