The vote didn't "move" to another place in the US. He's showing how many votes were affected by servers in a particular location.
Of course - that's just his claim. I have no idea if that actually happened. It seems like overkill since the machines were designed with weighted choice built in. There should be no need for machines to coordinating over the internet to such a specific level. They should just be able to turn on weighted choice for a while, then turn it off.
