You need 60 Senators to get that off the ground and I don't even think Romney will vote for that and I know there are pro gun Democrat Senators (the Senator from WV is one of them). You need more than a simple majority vote for that so as long as the filibuster is in place, ANY gun bill is DOA.
And the filibuster isn't going anywhere as there are two to three Democrat Senators who aren't open to talking about repealing the filibuster, which would also require a 60 Senator sign on. So that's also DOA.

This is just Biden trying to say that he fulfilled his promise of Gun reform but those awful Republicans in the Senate who love Trump aren't breaking ranks to do the right thing. It's Trumps fault. That's what this comes down to. It's all Trumps fault guns were made and they're used to kill POC who din du nuffin but steal your belongings and rape your wife.
EDIT: There's a bill in congress to address some of this now (except the company liability part) and a that bill gets drafted every year and every year, that bill gets slapped down. It's from the same fat Aunt Jemima cunt from TX that drafts it, without fail. It never goes anywhere.
Now, in order for this to gain traction, there needs to be a cause. Just like 9/11 caused the Patriot Act. You need something big to happen to cause the Republican Senators to get spun up about and vote out of outrage and emotion. The only way to do that would be a school shooting. A big one. You'd need 15-20 deaths with an AR at least and the shooter would need to say they got it by going into their parents closet because it was unsecured or they bought it form a dealer who sold it illegally. Without that, the bill goes nowhere. So expect reporting of gun violence reporting to rise.
