I'm guessing you didn't read the article? He straight up says that Trump DID NOT cause the riot. He wants to investigate what the Democrats knew beforehand, and why they purposely didn't have adequate security. He is saying he wants to investigate the Democrats, not work with them.

I read it. Graham also said Trump had some culpability for 1/6 events and that Trump’s reaction was over the top. He’s pandering to both sides to try and make everyone happy. And of course the Dems have their own agenda for a 9/11 type of investigation.
