Civil service law prevents it. You're thinking of a president under the Spoils System, which has been gone for over a century.
It's extremely hard to fire a civil service employee. The easiest way to get them out of your office is to promote them. So there's always a lot of incompetent top civil servants for just this reason. Trump did sign an EO to be able to get rid of incompetent people in the VA, but what is really needed is the ability to actually fire anyone in the government, not just relocate them to another office or department.
Seems to me that the trick there might be to create an agency called the Department of Bookkeeping responsible for cleaning the Library of Congress. Put it higher up the chain of command and grant them plenty of security clearances, but make it exempt from the protections of normal gov jobs, so you can 'promote' them to the DOB and then fire them after not doing a good job cleaning the Library of Congress.
It prevents some. As in, the Pres CAN fire any Secretary of a Cabinet post, IIRC. If you can fire the 'boss' of a Department, you can get a LOT done.

Much to my dismay, I seriously doubt we can trust the military to do their constitutional duty any more. And I'm former military. Over the last 3 decades, I saw two major purges of the military. First when Clinton took office, the second when Obama took office. (And now Biden has directed a third purge). All new political correctness and social conditioning training programs had been implemented coincidentally along with those purges. When you consider you only need to put in 20 years to qualify for retirement from the military, there's been plenty of time for a complete turnover of psychologically conditioned minds, and those minds to rise to the top of the brass.
Yea that’s the problem. If you actually wanted to socially condition the military officers and enlisted to “defend the constitution” somehow then you’d need training programs oriented toward describing what that means and what the thresholds were for taking different actions of various sorts. But then you’d basically be teaching them to disobey orders in some situations which no military is ever going to do. If anything, everything I’ve read suggests they’ve been doing the opposite.

In some countries the right wing (traditionalists) would also be authoritarian collectivist (like Islamic parties such as the ikhwan) but in this country the right is highly unusual because it’s based on liberal individualism, not some sort of traditional authoritarianism like monarchy etc. The right wing in this country is actually to the left of the left wing circa 1776.
