Universal military training at the state level, to be called up under Federal authority during times of national crisis. The military really just looks for bodies. You don't need to be smart to be Infantry. I was Infantry and it seemed like that's where all the smart guys were. There were some dummies too. The officers always attempt to clean house and get rid of the shit heads to clean their books.
