The mechanism of federal emergency allows for individuals to obtain lower cost loans to repair damage from frozen everything. And there will be damage. Loss of crops, etc.

Rolling blackouts are to conserve energy inasmuch as the windmills which supply some power are frozen (green crap) and solar panels are covered with snow (green crap) so some power generation is cut off.

TX does have two nuke power plants so there is that.
