As of Sunday morning, those iced turbines comprise 12,000 megawatts of Texas’ installed wind generation capacity, although those West Texas turbines don’t typically spin to their full generation capacity this time of year.

In perfect conditions, they could theoretically generate 12K MW, but those conditions don't exist outside computer simulations. We're still going to say they comprise 12K MW of our generation capacity though.

Also, what was their plan for generating electricity when there wasn't any wind and it was dark?
