Yes, and the preparations weren't made. They cost money and time, and it's probably cheaper for the company to just deal with it when it happens than make any changes when they might not even get winter weather.
When I was a kid in Iowa, it was in the -30s, with wind chill approaching -70F. We were in our truck too. Not because we didn't have electricity. My stepdad just needed drugs. Didn't make it to the dealer though. Truck broke down in the middle if nowhere. Luckily a snow plow driver picked us up.

Nope, there's coal and gas plants taken offline by the cold weather too. They're a lot more complicated than just "burn coal, get electricity", and if they're not winterized and suddenly have to deal with winter conditions, there's going to be problems.
