Sort of commonplace. All you have to do is look back to POTUS45 and his scathing attacks on Whittmer, Cuomo, WA, CA, to name but a few. In administrations prior to #45, there was a general respect between an administration an governors of any party. Though one can only go back as far as the Kennedy administration's battle with Governor Wallace of Georgia who was refusing to move beyond past Confederate dogma of racial segregation. JFK was ready to federalize the Georgia National Guard allowing him to command them so that Black students could attend Georgia State universities. Wallace was subsequently shot in an assassination attempt for his antiquated beliefs against the US Constitution's world shattering precept of the equality of all people.

I think Trump was critical of Cuomo and Whittmer for all the back and forth with Coronavirus and trying to hurt his administration. Cuomo is finally being called out for his mismanegement of the New York and the mass killings under his watch. Whittmer did the same and she will be next. DeSantis, based off of his success with handling the virus, is being attacked out of spite because he is not bending a knee to Emperor Biden and he is going to make him pay. Elections have consequences and now all red states will be faced with vigorous attacks by Biden and the Grifters.
