It really depends...a lot of the neighborhoods I see are having rolling blackouts but if you are in a rural area I would say it's likely an accidental blackout caused by a fried substation or broken limb on powerlines. If it lasts more than an hour its probably not a rolling blackout. Some people in my town still without power for 24 hours but mine has not gone out.
I'm kind of guessing that they're doing rolling blackouts so they can have power to send to Texas. Probably getting some fed disaster dollars for doing it. Just a guess.
