It really depends...a lot of the neighborhoods I see are having rolling blackouts but if you are in a rural area I would say it's likely an accidental blackout caused by a fried substation or broken limb on powerlines. If it lasts more than an hour its probably not a rolling blackout. Some people in my town still without power for 24 hours but mine has not gone out.
